Cuomo on redistricting battles

ALBANY-Governor Cuomo, a good deal of reorganisation is much as identification of pornography, he will know it when he sees it.

Cuomo has vowed to veto any State legislative line designed by the legislature that he considers to be "hyper" or "hyper-partisan politics."

But Cuomo Thursday, would not offer specifics when asked what would be defined as a plan less hyper partisan who meets with his approval.

The legislature and Cuomo are said by sources to have reached agreement on a new series of State legislative boundaries-a contention Cuomo and his aides strongly deny.

Legislative leaders were unable to reach an agreement on the lines of the Congress, which prompted a federal magistrate to propose their own special plan earlier this week that eliminates the districts of Republican Bob Turner Queens Republican and democratic State North Maurice Hinchey, who is retiring.

The Court would probably be enacted if legislative leaders fail to come up with a last-minute deal.

Cuomo has also indicated that a constitutional amendment to reform the process of reorganization for the future would need to go further, if he/she leaves the last word on the lines of the Congress and the State legislature, and not by an independent Committee, as has been reported.

Meanwhile, former mayor Ed Koch on Thursday urged Cuomo to keep his campaign promise to veto any legislative line is not drawn by an independent body.

"We are now at the moment of truth," said Koch.

But with time running short, Cuomo said: "I don't know that we need more panels now."

"We have an independent Panel now-that is the Panel of the Court very well and can come to a situation where the Court makes the lines," Cuomo said.
